...but, you got ahead of me. Yes, it can be simulated during design procress.
For to do the most accuracy repro with a traditional plotter I will have to restore main drawing of Control Panel Overlay in inverted vinyl (all solid drawing) but with transparent anchored insteand blank anchored. In this restoration I would draw bands/staks for to simulate "holo vinyl". The next printed layer will be white die cut vinyl, It will be sticked in reverse way to our transparente vinyl. Next layer will be holo vinyl that we can stick over control panel base.
What is problem? this solution requires a transparent plastic (layer) of 1 or 2 mm.
Imagine without plastic, I would prepare a stencil for white colour to replace diecut white vinyl. It would be painted over "holo vinyl". Next step, to stick translucen vinyl with main drawing (black colour, blue colour and similated bands/staks) over "holo vinyl".

In vinyl is easy to make holes, it can be done for a Plotter Cutting Machine. If we repro a new control panel in iron/añuminium material, it can be ordered with a numeric plotter machine ina metal workshop.
Maximum dificult of this work for me is to get a perfect blue colour match.
